Sleeping Dogs: Law Enforcer Pack is DLC for Sleeping Dogs which unlocks a few additional vehicles and outfits for Wei Shen to use in the course of the game. Some of the outfits have some buffs for the game, and the cars are solid, but otherwise it's mostly a cosmetic upgrade.
